An Oregon mother of five was denied an adoption of two young children in need this week after she revealed to the state that her Christian religion would not allow her to take those children in for a “sex change” in the event that they decided to become transgenders.
Despite the fact that there are thousands of orphan children in need across Oregon, the mother was told that she must agree to whatever the adopted children in question demand concerning their sexuality – even if it means cutting off body parts and taking hormone-damaging pharmaceuticals.
“Oregon’s Department of Human Services apparently places an implacable commitment to gender ideology above the needs of the thousands of children in its care,” said Quena González, senior director of government affairs at Family Research Council, about the situation.

The mother in question, Jessica Bates, lost her husband to a serious car accident in 2017. Bates is the birth mother of five children between the ages of 10 and 17, and she says she felt inspired to adopt two more based on the Bible’s commandment “to visit orphans and widows in their affliction” (James 1:27).
Bates also volunteers twice a week at a pro-life pregnancy resource center.
When Bates first notified Oregon’s foster care system about her desire to adopt, officials at the state’s Department of Human Services helped her fill out the application. She was later told that part of the state-mandated instructions for adoption include unequivocally supporting a foster child’s desire to become transgender.
In order to be a good adoptive parent, Bates was told by an instructor within the Resource and Adoptive Family (RAFT) program, she would have to “allow a child to dress however they want and take them to a Pride parade.”
“Respecting [a child’s] gender identity and expression is very important,” reads a RAFT handout that Bates received as part of the application process. That same handout further specifies that all prospective adoptees must “always ask someone for their pronouns” because there “are an infinite number of pronouns as new ones emerge in our language.”
Conversely, parents should never force their adopted children “to attend activities (including religious activities … ) that are … unsupportive of people with diverse SOGIE [sexual orientation, gender identity, and expression],” the handout goes on to explain.
In order to adopt, Bates and other participants in the adoption process must “[p]rovide access to a variety of books, movies, and materials, including those that positively represent same-gender relationships.”
“Display rainbow flags and other messages and images,” reads another handout, as described in a legal brief from the Alliance Defending Freedom, which is mounting a case against the State of Oregon in defense of Bates and her desire to adopt.
By making these demands, Oregon is overriding Bates and her family’s religious liberty. It is deciding for her that she cannot take her entire family to church, for instance, because to do so contradicts “state orthodoxy.”
“It’s telling that Oregon would prefer to keep over 5,000 children in foster care every day than certify an otherwise well-qualified home that not only desires to serve such children but is open to sibling groups and older children,” González said, adding that homes like Bates’ that are willing to adopt older children and keep siblings together are “usually in short supply and high demand.”
